Relativity Software And Ediscovery

Background
The State of South Carolina, through the Office of State Procurement (OSP), is seeking offers for Relativity or equal Software and eDiscovery services. The goal is to manage complex legal data effectively, aiding in the organization, analysis, and review of vast amounts of electronic information for litigation, investigations, and compliance.

This solicitation is intended for multiple governmental units including the Attorney General’s Office and the Department of Health and Human Services.

Work Details
The contractor will provide an eDiscovery platform that meets specific requirements including: online document review capabilities, acceptance of various file types (e.g., databases, emails), robust search functions, customizable workflows, advanced analytics including AI-driven tools, and secure cloud-based hosting.

The contractor must ensure compliance with various security standards such as HIPAA and NIST. Services include data loading, user training, system maintenance, and project management. Additionally, a secure environment for data processing with features like encryption and disaster recovery plans is required.

Period of Performance
The contract period is estimated to start on July 14, 2025, and end on July 13, 2030. The initial term is one year with four optional one-year renewals.

Place of Performance
Services will be performed at locations specified by the Using Governmental Units in their purchase orders.

Bidder Requirements
Offerors must be HIPAA compliant and demonstrate capability to meet all contract requirements. They must have a state vendor number to submit an offer. Insurance coverage must include general liability, auto liability, workers' compensation, and specific coverage for information security risks with limits no less than $5 million per occurrence.
