Provide Evidence-Based Medicine Services through Claims Data Analysis

Background
The South Carolina Public Employee Benefit Authority (PEBA) is soliciting proposals to provide Evidence-Based Medicine Services through Claims Data Analysis for the Self-Funded Group Health Benefits Plan and the MUSC Group Health Benefits Plan.
The goal of this contract is to enhance the quality of healthcare services provided to members by utilizing claims data analysis to inform evidence-based practices.

Work Details
The contractor will be responsible for providing comprehensive Evidence-Based Medicine Services, which includes:
1. Development and implementation of evidence-based practice guidelines.
2. Participation identification process for members.
3. Management of data collections related to claims.
4. Support for physicians and providers in implementing evidence-based practices.
5. Measurement, evaluation, and management of processes and outcomes.
6. Account management services to ensure effective communication and service delivery.
7. Reporting on performance metrics and outcomes.
8. Establishing performance-based measurements, standards, and guarantees.
9. Implementation plan detailing how services will be delivered effectively.

Period of Performance
The contract performance is scheduled to begin on May 1, 2026.

Place of Performance
Services will be performed in South Carolina, specifically for the Self-Funded Group Health Benefits Plan and the MUSC Group Health Benefits Plan.

Bidder Requirements
Offerors must have a state vendor number to be eligible to submit an offer.
Additionally, they must comply with all applicable provisions of The Drug-free Workplace Act and certify that they are not debarred or suspended from receiving federal contracts.
