Orangeburg County Agricultural Building Asbestos Removal Project

Background
The Orangeburg County Agricultural Building Asbestos Removal Project is initiated by Orangeburg County, South Carolina, a political subdivision of the State of South Carolina. The project aims to ensure the safe removal of asbestos-containing materials from the Agricultural Building to protect public health and comply with safety regulations.

Work Details
The contractor will provide all labor, materials, disposal, and equipment necessary for the turnkey removal and light demolition of HVAC duct work and insulation containing asbestos. Specific tasks include:
- Removal of HVAC duct work, insulation, and small HVAC equipment connected to the duct work on the 1st and 2nd floors as outlined in Exhibit 'A'.
- The contractor must cover and protect furnishings, flooring, and office equipment in work areas.
- All required permits and inspections must be obtained by the contractor.
- The contractor is responsible for hauling trash and debris to an approved landfill, including all associated fees.
- Additional requirements include containment per SCDHEC regulations, HEPA vacuuming if required, encapsulation, negative air equipment if needed, and air monitoring as specified in Exhibit 'B'.

Period of Performance
The contract period will commence upon award and is expected to follow a timeline established during the pre-construction meeting. A potential project start date and estimated completion date must be included in the proposal.

Place of Performance
All work will be performed at the Orangeburg County Agricultural Building located at 1550 Henley Street, Orangeburg, SC 29115.

Bidder Requirements
Bidders must be registered with SAM.gov and provide their identification number. They are required to attend a mandatory pre-bid meeting on July 30, 2025. Bidders must also submit documentation demonstrating their capability to complete the scope of work satisfactorily, including evidence of adequate capital, acceptable credit rating, efficient office force, field force knowledge, and compliance with all applicable codes and regulations.
