Description

Background
The University of South Carolina Lancaster is seeking to establish a contract for on-campus mobile coffee and beverage services. The goal is to provide high-quality coffee and related food services to students, faculty, and staff. The supplier must operate a food truck or mobile cart staffed by knowledgeable, trained, and certified employees.

Work Details
The contractor will provide a variety of prepared coffees, teas, hot chocolate, and other beverages not available in the campus bookstore or vending machines. Fresh pastries and prepackaged foods are allowed; however, alcoholic beverages are prohibited.

The supplier must supply all necessary equipment, supplies, and materials for operations using environmentally friendly materials where possible. The supplier is responsible for maintaining cleanliness during operations and restoring the service area afterward. Operations may occur up to seven days a week but must include at least three weekdays during the fall and spring semesters. Summer operations are optional.

Service hours can be between 7:00 am – 7:00 pm with potential for extended hours during special events. Locations for service will be assigned by the USC Lancaster Business Office with no guarantee of exclusivity. The supplier must be fully self-contained without access to indoor facilities or utilities unless explicitly approved by the University. Only quiet generators are permitted on campus. Pricing must be clearly posted at all times, and the supplier must comply with food safety regulations including SCDA permits and ServSafe certifications.

Period of Performance
The contract is anticipated to start on August 18, 2026, and run until August 17, 2031, with an initial term of one year and four one-year options for renewal.

Place of Performance
Services will be performed on the campus of USC Lancaster located at 476 Hubbard Drive, Lancaster, SC 29720.

Bidder Requirements
The supplier must comply with all local, state, and federal laws including licensing and tax requirements. A commission based on gross sales must be specified in the price proposal; commission payments will be made quarterly along with required sales reports.
