On-Call Right-of-Way Acquisition and Relocation Services

Background
The City of Rock Hill, South Carolina, is seeking proposals from qualified companies to provide On-Call Right-of-Way Acquisition and Relocation Services. The goal of this contract is to assist the City in acquiring necessary property rights and providing relocation services in compliance with applicable laws and regulations.

Work Details
The selected firm will be responsible for:

1. Acquisition Services: Acquiring all property rights required for project assignments, including Fee Whole parcels, Fee Partial parcels, Permanent Easements, and Temporary Construction Easements.

2. Relocation Services: Performing necessary relocations as required by the assigned projects.

3. Negotiation Services: Negotiating with property owners for the purchase of properties and easements, preparing all necessary documentation including offer letters and agreements for purchase, ensuring compliance with South Carolina statutes and City requirements. All services must conform to the current City Policies and the Uniform Relocation Assistance and Real Property Acquisition Act.

Period of Performance
The initial term of the agreement is three years, starting from July 1, 2026, with two optional extensions of twelve months each if exercised.

Place of Performance
Services will be performed within the geographic boundaries of Rock Hill, South Carolina.

Bidder Requirements
Bidders must have a valid South Carolina Real Estate License in good standing to submit proposals. The awarded company cannot delegate or subcontract any portion of the project without written consent from the City. Additionally, companies must comply with all local laws regarding business operations within Rock Hill.
