Description

Addendum 1 - to correct the bidding schedule and allow preferences to be edited. Clemson University seeks an experienced supplier to provide Minor Asphalt Repairs as outlined in the attached Specifications or Scope of Work under the "Attachments" section. All submissions must be made online. No red lines to the contract will be accepted during the submission process. If there are terms you cannot agree to or wish to have changed. In that case, you must request that by submitting a question or request for modification to the scope to the Procurement Officer during the Deadlines for Question process, and Clemson will consider changes. However, to ensure all offerors offer the same scope, red lines or caveats included in your submission may make your offer non-responsive and unable to be considered. In order to submit an offer, you must first register/login to Clemson Bidding at https://clemson.ionwave.net/VendorRegistration.aspx Registration is recommended no later than 48 hours prior to bid close. You are highly encouraged to submit your bid prior to the closing date.
Background
Clemson University is seeking an experienced supplier to provide Minor Asphalt Repairs as outlined in the attached Specifications or Scope of Work. The goal of this contract is to ensure that minor asphalt patching and pothole repairs are durable, safe, and cost-effective, maintaining pavement integrity and ride quality.

Work Details
The contractor will be responsible for the repair of potholes and minor asphalt patches on roadways, parking lots, parking spaces, or paved surfaces not exceeding 10'x20'. Specific tasks include:

- Cleaning and removing loose or damaged material from the patch area;
- Cutting edges of the damaged area to form vertical, straight sides;
- Applying a tack coat to promote adhesion;
- Removal and/or grinding of existing asphalt;
- Re-grading and replacement of asphalt concrete paving with installation of 3" hot asphalt in one lift over a 6" compacted native subgrade base;
- Seal coating and re-striping lines as applicable.

Materials must comply with relevant state or local standards, including the use of hot-mix or cold-mix asphalt as determined by Clemson representatives. Quality requirements dictate that patches must be flush with adjacent pavement, with tolerances typically around ½ inch above the existing surface. All work must adhere to safety, environmental, and disposal regulations.

Period of Performance
The initial term of this agreement shall be one year from the effective date stated on the award document. The contract may automatically renew for up to four additional one-year periods unless Clemson University provides notice not to renew at least ninety days prior to renewal.

Place of Performance
The work will be performed at various locations within Clemson University’s campus and potentially at remote locations throughout South Carolina as agreed upon by the contractor and Clemson University.

Bidder Requirements
Offerors must be registered as active suppliers in Clemson University's buyWays system. They must provide satisfactory evidence of all required insurance coverage and licenses prior to performance. Contractors are expected to ensure no personnel with felony convictions for violent crimes work on campus. Additionally, bidders claiming preferences (such as Resident Vendor Preference) must meet specific criteria regarding their business operations in South Carolina.
