Metropolitan WWTP Thickening Improvements

Background
The City of Columbia is issuing this Invitation for Bid (IFB) for the Metropolitan Wastewater Treatment Plant (WWTP) Thickening Improvements project. The Metro WWTP is a crucial part of the city's wastewater infrastructure, providing essential treatment services to maintain regulatory compliance, protect public health, and support environmental sustainability. The existing sludge thickening facilities have reached the end of their service life and are operating inefficiently, necessitating their replacement.

Work Details
The contractor will be responsible for modifications to replace the existing sludge thickening facilities at the Metro WWTP according to project plans, specifications, and applicable regulatory requirements. The contractor must secure all necessary local, state, and federal licenses and permits to perform the work. Specific requirements include:

1. Licenses and Certifications: Contractors must have a classification of Water & Sewer Plants (WP) and any other required licenses as specified in the technical specifications.
2. Project Scope: Detailed scope of work can be found in Exhibit SS7639-Metro Thickening Technical Specifications.
3. Performance Bond: A surety bond equal to 100% of the contract price is required for performance assurance.
4. Liquidated Damages: $1,000 per day for delays beyond substantial completion and final completion dates.

Period of Performance
The contractor agrees to begin work on a date specified in a written order from the City and to substantially complete the work within 783 consecutive calendar days from that date. An additional 31 days will be allowed for full completion, totaling 814 days. There will also be an additional 180 days allocated for contract closeout activities such as providing as-built drawings and testing.

Place of Performance
The work will be performed at the Metropolitan Wastewater Treatment Plant located at 1200 Simmon Tree Lane, Columbia, SC 29201.

Bidder Requirements
Bidders must comply with several requirements including:
- Registration with the South Carolina Secretary of State's Office.
- Valid City of Columbia Business License prior to issuance of a Notice to Proceed.
- Participation in Local Business Enterprise (LBE), Small Business (SB), Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), or Disadvantaged Business Enterprises (DBE) programs is encouraged.
- Submission of a bid bond equal to 5% of the bid amount is required.
- Proof of financial responsibility may be requested by the City at any time.
