Law Enforcement Records Management System and Integrated Municipal Court Management System

Background
The City of Lake City, South Carolina is soliciting sealed bids from qualified vendors to provide a comprehensive, fully integrated Law Enforcement Records Management System (RMS) and Municipal Court Management System. This initiative is authorized by Resolution No. 2026-024, aiming to modernize public safety operations through a new software platform and related services.

Work Details
The selected vendor shall provide a fully integrated public safety software solution including:

- Law Enforcement Records Management System (RMS)
- Municipal Court Management System
- Evidence and Property Management System
- NIBRS-compliant reporting tools
- Electronic citation and ticketing system
- Integrated payment processing for court fines and fees
- CJIS-compliant NCIC query capability
- Full migration of all historical data from LawTrak
- On-site implementation, configuration, and training services.

The RMS must support comprehensive law enforcement operations including incident reporting, arrest documentation, case management, and evidence tracking. The Municipal Court Management System must include case processing, financial accounting, courtroom scheduling, and jury management functions. The system must also support all applicable South Carolina law enforcement forms and provide secure online payment processing capabilities.

Period of Performance
The initial contract term shall be three (3) years with the option to renew upon mutual agreement between the City and the selected vendor.

Bidder Requirements
The City requires a single vendor solution that is fully integrated. Systems relying on multiple third-party integrations will not be accepted. Vendors must demonstrate compliance with FBI CJIS security policies and support NCIC integration for law enforcement queries.
