Janitorial Services

Background
Midlands Technical College (MTC), located in South Carolina, is seeking proposals from qualified vendors to provide janitorial services across multiple campuses. The goal of this contract is to ensure effective, efficient, and environmentally friendly custodial services that align with the College's mission while minimizing disruption to its operations.

Work Details
The Contractor will be responsible for providing comprehensive janitorial services, including daily, weekly, monthly, quarterly, and annual cleaning tasks. Specific responsibilities include:
- Recruiting and hiring qualified staff
- Conducting background checks and drug screenings
- Maintaining a minimum staffing level
- Providing employee support programs
- Ensuring employees are in uniform
- Conducting random drug testing

The Contractor must maintain an office in the Greater Columbia area and comply with all local regulations. Services will be performed at various MTC campuses including Airport Campus, Beltline Campus, Northeast and Cornerstone Campuses, Harbison Campus, Batesburg-Leesville Campus, Northlake Center (holiday cleaning only), Lexington Medical Center, and DHL Building. The Contractor will provide all labor necessary for cleaning tasks while MTC will supply cleaning materials and equipment.

Period of Performance
The contract is estimated to begin on July 1, 2026, and end on June 30, 2031. It includes an option to renew for four additional one-year periods.

Place of Performance
Janitorial services will be performed at multiple locations within Midlands Technical College's campuses in South Carolina.

Bidder Requirements
Vendors must have at least ten years of experience in the commercial cleaning industry and must be licensed to operate in South Carolina. They must provide proof of liability insurance that meets specified requirements. Additionally, the Contractor's employees must be W-2 employees rather than independent contractors.
