Background
The Central Midlands Regional Transit Authority (CMRTA) is seeking proposals from qualified firms to serve as an Information Technology Managed Services Provider (MSP).
CMRTA's mission is to fund, operate, and maintain public transit services in Richland and Lexington counties in the Columbia metropolitan area of South Carolina.
The goal of this contract is to enhance CMRTA's IT capabilities through comprehensive managed services that ensure efficient operation and security of their IT infrastructure.
Work Details
The contractor will provide augmented IT services including:
- Network and Infrastructure Management: 24/7 monitoring of network devices, proactive communication for scheduled changes, and management of physical security systems.
- Server Management and Modernization: Ongoing maintenance of on-premises servers, identification and implementation of critical security patches, and modernization planning.
- Advanced Cybersecurity Protection: Continuous monitoring for threats, incident response support, and deployment of intrusion detection systems.
- Identity and Access Control Management: Support for Active Directory services, multi-factor authentication solutions, and user access reviews.
- Data Backup and Disaster Recovery: Daily backup support with secure storage capabilities, quarterly testing of backups, and contingency operations support.
- Patch Management and System Updates: Timely updates for all managed devices based on criticality or priority.
- Strategic IT Guidance and Planning: Monthly inputs into CMRTA’s technology roadmap with recommendations on security initiatives.
- Security Documentation and Auditing Support: Development of IT infrastructure documentation aligned with industry standards.
- Incident Response Support: Execution of incident response processes during security incidents with established SLAs.
Period of Performance
The estimated period for this contract is from April 1, 2026, to March 31, 2031.
The initial term is two years from the effective date.
Place of Performance
Services will be performed at CMRTA’s Operations & Maintenance Facility located at 3613 Lucius Road, Columbia, SC 29210, as well as COMET Central at 1745 Sumter Street, Columbia, SC 29201.
Bidder Requirements
Offerors must have significant experience managing an outsourced IT platform for small to medium-sized organizations.
Expertise in Microsoft products including MS Office and SharePoint is required.
Offerors must maintain a cybersecurity insurance policy throughout the contract duration.
Offshore contracting is prohibited; all work must be performed within the United States.
