Inmate Package Program

Background
The South Carolina Department of Corrections (SCDC) is seeking proposals for the design and implementation of a customized Inmate Package Program. This program aims to provide eligible inmates and their families the ability to order pre-approved packages containing food, hygiene, and clothing items. The initiative supports SCDC's mission of rehabilitating inmates by allowing them to receive necessary items while incarcerated.

Work Details
The contractor will be responsible for the full logistics, operations, product, and service support for a quarterly package program. The program will consist of four packages annually: two packages will include food, hygiene, and clothing items, while the other two will consist of food and hygiene items only.

Each package will have a spending limit of $250 plus shipping & handling for food items. The contractor must track multiple orders for a single inmate without exceeding established limits. All orders must be filled using a 'blind fill method' to maintain inmate confidentiality.

The contractor is also required to create customized order forms, catalogs, and marketing materials that comply with SCDC guidelines. Additionally, they must provide customer support via a toll-free number and accept various payment methods including credit/debit cards and money orders.

Period of Performance
The contract is expected to begin on April 1, 2026, and end on March 31, 2028. There are options for three additional one-year renewals, allowing for a maximum potential contract life of five years.

Place of Performance
The services will be performed at the SC Department of Corrections Division of Industries located at Trenton Correctional Institution, 84 Greenhouse Road, Trenton, SC 29847.

Bidder Requirements
Bidders must have a state vendor number to submit an offer. They are required to demonstrate capability in performing the contract requirements fully and reliably.

The proposal must include evidence of financial stability and relevant experience in similar projects. Additionally, bidders should comply with all applicable provisions regarding minority participation.
