Background
The County of Greenville is seeking sealed proposals for a Human Capital Management (HCM) software system. The goal is to implement a comprehensive solution that includes core HR functionalities, payroll, benefits administration, recruiting and applicant tracking, onboarding and employee lifecycle management, health and safety, risk management, case management/employee relations, and reporting and analytics. The HCM system must be compatible with Tyler Technologies' MUNIS system.
Work Details

- Risk management tools

Vendors may propose either a Software as a Service (SaaS) model or a County-hosted solution, providing cost estimates for both options. The system must support integration with existing systems and provide user-friendly interfaces for both employees and managers.
Period of Performance
The contract will commence upon the issuance of the Notice to Proceed on April 10, 2026. The implementation timeline includes proposal review from March 6 to March 27, 2026, followed by contract negotiations until April 10, 2026.
Place of Performance
The services will be performed at the County of Greenville's facilities located at 301 University Ridge, Greenville, SC 29601.
Bidder Requirements
Vendors must provide evidence of their qualifications including company background, experience with similar projects, references from previous clients (preferably including South Carolina governmental entities), and a detailed implementation plan. Additionally, vendors must maintain all required insurance policies during the life of the contract.
