Historic Mitchelville Freedom Park Loop Road and Parking Area

Background
The Town of Hilton Head Island is seeking qualified and licensed contractors to undertake improvements at the Historic Mitchelville Freedom Park.
The project aims to enhance the park facilities by replacing the existing parking lot with new paved drive aisles, pervious paver parking stalls, and implementing stormwater management infrastructure.
This initiative aligns with the Town's commitment to community development and environmental sustainability.

Work Details
The contractor will be responsible for:
1. Removing and legally disposing of the existing parking lot materials.
2. Constructing new paved drive aisles and pervious paver parking stalls as specified in the attached plans and specifications prepared by Thomas and Hutton dated October 15, 2025.
3. Installing stormwater management infrastructure in compliance with local regulations.
4. Providing all necessary equipment, materials, transportation, and labor for project completion.
5. Ensuring site safety and maintaining traffic control during construction activities.

Period of Performance
The project is anticipated to commence within ten (10) calendar days from the Notice to Proceed, with an expected completion date aligned with the agreed project schedule.

Place of Performance
The work will be performed at Historic Mitchelville Freedom Park located in Hilton Head Island, South Carolina.

Bidder Requirements
Bidders must be properly licensed contractors as per South Carolina regulations.
They are required to submit a completed Bid Surety Form if their bid exceeds $100,000, along with a Bid Bond of at least five percent (5%) of the proposed cost.
Bidders must also provide proof of insurance meeting specified requirements, complete various forms related to small and minority business participation, and submit references as outlined in the solicitation.
