Health Screening and Physical Testing

Background
The City of Greenville is requesting proposals for the Health Screening and Physical Fitness Testing of sworn police officers and firefighters. This program aims to ensure that safety-sensitive personnel comply with all pertinent pre- and post-employment regulatory requirements and lawful best practices. The City recognizes the importance of health screenings in maintaining public safety, particularly for roles where drug impairment could pose a direct threat.

The program also supports pre-employment screening and annual health checks for employees involved in dangerous work, while being voluntary for many personnel as part of an employee wellness initiative.

Work Details
The contractor will provide the following services:
1) Pre-placement physicals for police and fire personnel;
2) Pre-placement and annual physicals for CDL (Commercial Driver's License) holders;
3) Pre-placement and annual physicals for non-CDL personnel;
4) Annual health screenings for firefighters, including chest x-rays every five years.

The approximate number of employees to be tested includes 240 police officers, 180 firefighters, 70 Greenlink (Public Transportation) employees, and over 200 new hires, totaling more than 750 safety-sensitive employees across all departments. Proposals must include pricing for all these components or their equivalents.

Period of Performance
The contract will be for one year with the option to extend for four additional years, starting from the execution date through June 30, 2027. Renewal will depend on acceptable contractor performance.

Place of Performance
Health screenings and fitness testing will be conducted at the City’s Employee Health Center located at 204 Halton Road, Greenville, SC. The contractor may also provide services at their facility or via a mobile unit within approximately 10 to 15 miles from City Hall.

Bidder Requirements
The contractor must have a primary Board-Certified Physician with expertise in Occupational Safety and Health, hold a current SC state medical license, and comply with FMCSA, FTA, DOT, OSHA, and NFPA standards. The contractor’s physician will act as Medical Director providing standing orders for on-site staff. Additionally, contractors must demonstrate knowledge of OSHA standards related to pulmonary function and respirator use.
