Background
The University of South Carolina is issuing this solicitation for the GRSC Mechanical Upgrades project. This project aims to retrofit an existing automatic transfer switch at the Graduate Science Research Center (GSRC) located at 631 Sumter Street, Columbia, SC. It is critical for maintaining power to electrical infrastructure that supports ongoing research projects within the facility.

Work Details
The scope of work includes:
1) Retrofitting an existing ASCO 1000 AMP automatic transfer switch (ATS2) with new internal mechanisms and providing mechanical lugs as required for connecting existing wiring.
2) Providing a temporary portable generator set (minimum 800 kW, 277/480 volt, diesel-fired) and associated 1000 AMP rated power cabling to maintain power to ATS2's load panelboard (DPS11) during the retrofit.

The contractor must ensure that power outages do not exceed four hours and must coordinate all outages with the project manager. Additionally, the contractor is responsible for procuring diesel fuel for the generator and ensuring continuous operation during the retrofit period. Security fencing must be provided around the generator set while it is on-site.

Period of Performance
The contract will be performed from April 1, 2026, until completion of the project. The completion is expected to align with a construction cost range of $100,000 to $130,000.

Bidder Requirements
Bidders must submit bids via hand delivery or mail service only. A bid security of not less than 5% of the base bid is required.
