Enterprise Data System

Background
The South Carolina First Steps to School Readiness, the state's dedicated early childhood agency, is seeking proposals for an Enterprise Data System. This system will support their mission to ensure that all children start school ready to reach their highest potential with engaged support from their parents, caregivers, and communities. The agency oversees various programs including state-funded full-day kindergarten and local partnerships across the state.

Work Details
The contractor will provide a secure, vendor-hosted case management software that is client-centric, configurable, and scalable. Key functionalities include:

1. **Client-Centric & Secure**: Individual client records on a secure platform compliant with security and privacy standards.

2. **Configurable, Intuitive & Scalable**: Highly configurable and user-friendly to evolve with program needs.

3. **Full Administrative Control with Auditability**: Administrators must have live configuration capabilities and rights to create/modify forms and reports with detailed audit trails.

The scope includes software product delivery, maintenance of data files, configurations or modifications, software training, support, documentation, and other related services. The system must allow for most modifications to be done without vendor intervention by the System Administrators.

Period of Performance
The contract will begin upon award notification in March 2026 and will last for an initial term of one year with four additional one-year renewal options, totaling a maximum of five years.

Place of Performance
The services will be performed primarily in South Carolina as the system will be utilized by the South Carolina First Steps to School Readiness agency and its local partnerships across the state.

Bidder Requirements
Offerors must have a state vendor number to submit an offer. They should demonstrate capability in performing contract requirements and provide evidence of responsibility upon request. The proposal must include a detailed transition plan for disengagement at contract end or termination.
