Background
Renewable Water Resources (ReWa) is a special purpose district established in 1925 in Greenville, South Carolina. It is dedicated to enhancing the community's quality of life by transforming wastewater into renewable resources. ReWa serves over 500,000 residents across multiple counties and manages significant infrastructure including 430 miles of sewer lines and 9 Water Resource Recovery Facilities (WRRF). The Georges Creek WRRF, operational since 2004, is designed to treat a maximum monthly average flow of 3.0 million gallons per day (mgd) and is set for expansion due to anticipated growth in surrounding areas.

Work Details
The selected engineering firm will provide preliminary engineering services for the Georges Creek WRRF Expansion project utilizing a Progressive Design-Build (PDB) delivery method. Key tasks include:

- Reviewing prior engineering reports
- Performing flow and load analysis
- Requesting updated wasteload allocations from the South Carolina Department of Environmental Services (DES)
- Identifying process alternatives considering project objectives and regulatory requirements
- Recommending a final scope of improvements with phasing options
- Developing site layout and conceptual design criteria
- Conducting necessary modeling to support design criteria development
- Preparing a Preliminary Engineering Report (PER) with cost estimates
- Advising on project risks and mitigation strategies
- Assisting in developing a scope of work for PDB partner selection.

The firm may also assist with process intensification evaluations.

Period of Performance
The overall project schedule includes significant milestones:

- Notice to Proceed in January 2026
- Initial Scope/Budget Recommendations by June 2026
- Preliminary Engineering completion by January 2027
- Design completion by April 2028
- Substantial Completion by January 2031
- Final Completion by July 2031.

Place of Performance
The contract will be performed at the Georges Creek WRRF located in western Greenville County within the Saluda River Basin.

Bidder Requirements
Eligible firms must have a qualified project manager and substantial support team located within reasonable proximity to ReWa. The project manager must be based in South Carolina or within a 150-mile radius of ReWa’s Administration Building. Teaming with local firms is encouraged. Firms must demonstrate experience with wastewater treatment facilities utilizing biological nutrient removal processes and collaborative delivery methods.
