Description

Renewable Water Resources (ReWa) is soliciting Statements of Qualifications (SOQ) from eligible engineering firms (Firms) to provide engineering services for the Durbin Creek WRRF Expansion project (Project). The Project will utilize a Construction Manager at Risk (CMAR) delivery method. Engineering services will include assistance with CMAR selection prior to beginning detailed design.
Background
Renewable Water Resources (ReWa) is a special purpose district established in 1925 in Greenville, South Carolina, dedicated to enhancing community quality of life by transforming wastewater into renewable resources. ReWa serves over 500,000 residents across multiple counties and operates several wastewater treatment facilities.

The Durbin Creek Water Resource Recovery Facility (WRRF), constructed in 1986 and expanded in 2010, is set for further expansion to accommodate anticipated growth in southern Greenville County. The facility currently treats an average flow of 4 million gallons per day and is designed to meet future regulatory requirements for nutrient removal.

Work Details
The selected engineering firm will provide preliminary engineering services for the Durbin Creek WRRF Expansion project using a Construction Manager at Risk (CMAR) delivery method. Key tasks include:
- Reviewing prior engineering reports
- Performing flow and load analysis
- Requesting updated wasteload allocations
- Analyzing process alternatives considering project objectives and life cycle costs
- Recommending a final scope of improvements with phasing options
- Developing site layout and conceptual design criteria
- Conducting process and hydraulic modeling
- Preparing a Preliminary Engineering Report (PER)
- Advising on project risks and mitigation strategies
- Assisting with CMAR selection.

Additionally, the firm may evaluate the potential for constructing a new greenfield facility as an alternative to expanding the existing WRRF.

Period of Performance
The overall project schedule includes significant milestones:
- Notice to Proceed by January 2026
- Initial Scope/Budget Recommendations by June 2026
- Preliminary Engineering by January 2027
- Design completion by December 2028
- Substantial Completion by November 2032
- Final Completion by May 2033.

Place of Performance
The contract will be performed at the Durbin Creek WRRF located in southern Greenville County, South Carolina.

Bidder Requirements
Eligible engineering firms must have a qualified project manager located within South Carolina or within a 150-mile radius of ReWa’s Administration Building. Teaming with local firms within a 30-mile radius is strongly encouraged. Firms must demonstrate experience in designing wastewater treatment facilities with biological nutrient removal processes and provide evidence of past performance on similar projects.

Contracts awarded for this project may be funded by a loan from the South Carolina State Revolving Fund (SRF) or by other grants/loans from SCDES or other Federal agencies.

If SRF funding is obtained, the project will be subject to federal contracting requirements associated with the funding. In anticipation of these funds, ReWa will apply federal contracting requirements and will be responsible for oversight of these requirements. This project will also have Davis Bacon and American Iron and Steel requirements.
