Employee Engagement Survey

Background
The South Carolina Department of Health and Human Services (SCDHHS) is a cabinet agency of the South Carolina Governor’s Office responsible for administering the South Carolina Medicaid program. The agency employs approximately 2,000 individuals, including 1,550 staff and 300 managers.

SCDHHS conducts an annual employee engagement survey to assess employee engagement levels, identify areas for improvement, and provide actionable insights to enhance workplace satisfaction, productivity, and overall organizational performance. The goal of this contract is to create and facilitate the administration of this survey.

Work Details
The contractor will be responsible for creating and facilitating the administration of an employee engagement survey targeting approximately 1,550 employees and 300 managers at SCDHHS. The survey aims to supplement SCDHHS’ Employee Performance Management System (EPMS) by providing meaningful feedback to managers.

The contractor will ensure that the survey is designed to gather data that can increase employee productivity, satisfaction, retention, motivation, and enhance leadership competencies.

Period of Performance
The contract is estimated to begin on March 19, 2026, and will run until March 18, 2031. This includes an initial term of one year with four optional one-year extensions.

Place of Performance
The services will be performed in South Carolina as required by the SCDHHS.

Bidder Requirements
Offerors must have a state vendor number to be eligible to submit an offer. Registration can be completed online at www.procurement.sc.gov. There are no specific set-aside certifications mentioned in the solicitation.
