Background
The State of South Carolina, Department of Transportation (SCDOT), District 4, is seeking bids for an equipment rental agreement for Multi-Purpose Units (MPU) and attachments. This initiative aims to support the maintenance and operation of state highway rights of way across various counties including Cherokee, Chester, Chesterfield, Fairfield, Lancaster, Union, York Counties, and Richburg. The goal is to establish a reliable source for the rental of specialized equipment necessary for effective highway management.

Work Details
The contract involves the rental of Multi-Purpose Units (MPU) and attachments such as Multi-Blade heads, mulching heads, and flail mower heads. The rental agreement will cover monthly, three-month, and six-month periods based on equipment type and need duration.

Rental pricing must include all labor, tools, equipment, materials, incidentals, initial training for operation and maintenance, and transportation necessary for the equipment's use. The rental period begins upon delivery to the designated location and completion of initial training by the vendor. The contract allows for an initial term of one year with options for four annual renewals totaling up to five years. Vendors may request price adjustments annually within 30 days of the contract anniversary date.

Period of Performance
The estimated contract period will start on May 4, 2026, and end on May 3, 2031.

Place of Performance
The services will be performed in various counties within District 4 of South Carolina including Cherokee, Chester, Chesterfield, Fairfield, Lancaster, Union, York Counties along with Richburg.

Bidder Requirements
Bidders must have a state vendor number to submit an offer. Registration can be completed at www.procurement.sc.gov. Additionally, vendors are required to comply with all procurement rules and regulations set forth by the State of South Carolina.
