CTC Road Repair and Resurfacing, FY24

Background
The Georgetown County, South Carolina Department of Public Services is soliciting sealed public bids to award a contract for the resurfacing of certain roads and/or streets with Hot Mix Asphalt (HMA) pavement materials. Work is scheduled to begin in Summer of 2024. The resurfacing work includes the application of 2 inches compacted asphalt surface course overlay on specific roads such as Lake Meadow Ln, Wildflower Tr, Norma Ln, Gilmore Ave, Dorien Dr, and Oyster Cove Cir. The project is funded by C-Funds awarded for road repair and resurfacing projects originating from the SC Department of Transportation (SCDOT). Local/state vendor preference will be waived for this solicitation due to the nature of funding.

Work Details
The contractor is required to provide full depth patching and Type “C” Asphalt Surface Course for Georgetown County Maintained Roads and Type”B” Asphalt Surface Course to State Maintained Roads.

The work includes various tasks such as grading and compacting gravel or stone surfaces, applying tack coat prior to asphalt placement, maintaining traffic during construction, full depth reclamation, full depth patching, pavement markings, paving existing paved street, alley, and residential or commercial driveway approaches with HMA mixture used for the surface on the street or alley being paved, grading pavement shoulders, providing written notification to appropriate utility if any existing castings for manholes, catch basins, inlets, and valve boxes must be adjusted to meet grade. The contractor is also responsible for waste disposal and adding shoulder dirt as per project segment requirements.

Period of Performance
The work is scheduled to begin in Summer of 2024. The contract requires completion within one hundred twenty (120) calendar days from the Notice to Proceed (NTP).

Rain delays may entitle the contractor to a one day extension of time for each day in any given month that actual rain days exceed the NOAA average monthly rainfall for the month.

Liquidated damages will be imposed if the contractor fails to complete any key milestone activity by its interim completion date or the established Completion date.

Place of Performance
The resurfacing work will take place on specific roads within Georgetown County including Lake Meadow Ln; Wildflower Tr; Norma Ln; Gilmore Ave; Dorien Dr; and Oyster Cove Cir.
