ClosedCircuit Television Inspection Software Platform Support Pipeline Inspect

Background
Horry County Government, specifically the Public Works and Stormwater Departments, is seeking to acquire a comprehensive closed-circuit television (CCTV) inspection software platform to enhance pipeline inspection activities conducted by a sewer/stormwater camera truck.
The goal of this contract is to provide advanced capabilities for data collection, storage, analysis, reporting, and asset management to support inspection, maintenance, and regulatory compliance.

Work Details
The contractor shall provide a fully functional CCTV inspection software solution that integrates with the County’s camera truck equipment and inspection workflows. Key features include:
- Unlimited cloud data storage capacity for inspection videos, images, condition assessments, and associated metadata without recurring limits or data caps.
- AI-assisted analysis tools for automated detection and classification of pipeline defects.
- Real-time inspection recording and documentation with standardized forms and customizable templates.
- Automated generation of reports and summaries.
- Role-based user permissions and secure data transmission protocols.
- Initial system setup, training for operators and administrators, ongoing technical support, and maintenance services.

Period of Performance
The contract will have an initial term of three (3) years with two (2) one-year renewal options.

Place of Performance
The services will be performed in Horry County, South Carolina.

Bidder Requirements
Bidders must be properly licensed to do business in South Carolina and comply with all applicable laws. They must also provide proof of required insurance including workers’ compensation and general liability coverage with specified minimum limits. Additionally, bidders should disclose any litigation within the last five years related to their professional work.
