Background
The State of South Carolina, through its State Fiscal Accountability Authority, Office of State Procurement, is seeking bids for a one-time purchase of an aircraft fuel truck on behalf of the South Carolina Aeronautics Commission. The goal is to acquire a reliable and compliant refueling vehicle that meets all necessary regulations.

Work Details
The contract requires the delivery of a 3000-gallon aircraft refueler with the following specifications:

1. **General Requirements**: Self-propelled refueling truck with a single compartment tank for Jet A fuel, compliant with FAA, NFPA, and DOT regulations.

2. **Vehicle Chassis**: Standard commercial truck chassis (e.g., Ford, Freightliner) with a diesel engine (minimum 250 HP), automatic transmission, air brakes, heavy-duty suspension, and standard cab configuration.

3. **Tank Specifications**: Aluminum or stainless-steel tank with full-length baffles and an overfill prevention system.

4. **Pumping and Metering System**: Pump capable of 300 GPM flow rate, digital or mechanical metering system, aviation-grade hoses and nozzles.

5. **Safety Features**: Fire suppression system, grounding and bonding equipment, emergency shutoff switches, spill containment kit.

6. **Electrical System**: 12V or 24V system with LED lighting and digital control panel.

7. **Additional Features**: Climate control systems for driver comfort and lockable tool storage.

8. **Documentation and Warranty**: Minimum 5-year warranty on the tank and 3-year warranty on the chassis; operator’s manual required.

9. **Delivery Location**: The completed refueler must be delivered to 2553 Airport Blvd., West Columbia, SC 29170 within twelve months after receipt of purchase order.

Period of Performance
