SUD Residential Treatment - Startup Funds to Expand State Capacity

Background
The Rhode Island Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH) is seeking proposals from a behavioral health group to establish a licensed behavioral health adult (male) Substance Use Disorder (SUD) residential treatment program. This program will utilize a state-owned building located at 166 Pawtucket Ave. in Pawtucket, RI 02861. The primary goal is to enhance BHDDH's licensed adult substance use treatment residential capacity by providing startup funding for a vendor to open a culturally linguistic, trauma-informed, and gender-specific American Society of Addiction Medicine (ASAM) level 3.1 and/or 3.5 residential care facility.

Work Details
The selected vendor will be responsible for establishing a licensed SUD residential treatment program that meets the ASAM criteria for levels 3.1 and/or 3.5 care. The facility must be culturally competent, trauma-informed, and gender-specific, catering specifically to adult males.

The proposal should include detailed plans on how the vendor intends to operate the facility, including staffing, treatment methodologies, community engagement strategies, and compliance with state regulations.

Period of Performance
The initial contract period will begin approximately on May 1, 2025, for one year, with the possibility of renewal for up to four additional 12-month periods based on vendor performance and availability of funds.
