RI Army National Guard Camp Fogarty Entrance Construction Modernization

Background
The Rhode Island Army National Guard is seeking a qualified vendor to modernize the entrance of Camp Fogarty. This project aims to enhance the facility's accessibility and security, aligning with the agency's mission to maintain operational readiness and support community engagement. The modernization will be based on the project manual, design, and prints created by SMMA Landscape Architectural Services.

Work Details
The scope of work includes site preparation and construction activities such as:
- Removing existing structures and surrounding obstructions;
- Addressing unsuitable and/or contaminated soils;
- Managing unmarked/unforeseen utilities;
- Handling unmarked/unforeseen structures.

The contractor must also account for allowances in their bid, which include:
- $50,000 for unsuitable/contaminated soils;
- $50,000 for unmarked/unforeseen utilities;
- $50,000 for unmarked/unforeseen structures.

Additionally, unit prices must be provided for various materials including cubic yards of unsuitable soils, contaminated soils (hazardous), bulk/trench rock, bituminous concrete, bioretention soils, and loan & seed.

Period of Performance
The contract period will commence upon receipt of a purchase order from the Rhode Island State Purchasing Department for a duration of one year. There is an option to renew the contract for an additional 12-month period based on vendor performance and availability of funds.

Place of Performance
The work will be performed at Camp Fogarty located at 2841 South County Trail, East Greenwich, RI 02818. Note that this is a secure location where vehicles and personnel are subject to security checks prior to access.

Bidder Requirements
Vendors must provide a bid surety bond or certified check as part of their proposal submission. A valid contractor's registration certificate issued by the Rhode Island Contractors’ Registration Board is required throughout the contract term. Vendors must also comply with insurance requirements including liability coverage of $1 million per occurrence and workers' compensation insurance. Additionally, vendors are encouraged to include minority business enterprises (MBEs) in their proposals as per state policy.
