RFP-Grant Management Software Solution

Background
The Rhode Island Commerce Corporation seeks proposals from qualified firms to provide a grant management software solution. The Corporation works with public, private, and non-profit partners to create conditions for businesses in all sectors to thrive and improve the quality of life for the State’s residents by promoting Rhode Island’s long-term economic health and prosperity. This software solution will enable the Corporation to more efficiently support businesses and individuals by improving grant application, review, tracking, and reporting processes.

Work Details
The selected vendor will provide an end-to-end software solution that includes:

1) A secure terminal for Grant Applicants to create user profiles, save work, and submit files in various formats (Word, PDF, Excel);

2) Collaboration capabilities for multiple external users on a single application;

3) Internal reviewer access for viewing and rating applications;

4) Security protocols for protecting personally identifiable information;

5) Functionality allowing individuals or organizations to apply for multiple grants without re-entering general information;

6) A comprehensive view of all submitted and pending applications across all grant programs;

7) Tools for grant managers to share applications with staff for review;

8) Compliance and reporting review capabilities including reminder emails for deadlines;

9) Data extraction and program analytics capabilities.

Specific tasks include setting up the grant portal, training staff on software utilization, maintaining software access, and providing ongoing technical support.

Period of Performance
The contract will commence upon execution of the agreement for a period of one year with the option to extend for up to an additional three years.

Place of Performance
The services will be performed in Rhode Island as required by the Rhode Island Commerce Corporation.

Bidder Requirements
Proposers must demonstrate a proven track record of providing grant management software solutions that meet government and nonprofit agency needs. They should also have experience onboarding users in software and adapting solutions to client needs. Knowledge of economic development organizations is preferred.
