RFP for Corporate Office Space

Background
The Rhode Island Health and Educational Building Corporation (RIHEBC) is a quasi-public corporation created by the General Assembly of the State of Rhode Island. Its mission is to assist eligible institutions in financing healthcare facilities, schools, and other mission-critical projects through the issuance of tax-exempt and taxable debt.

The Corporation seeks proposals from firms interested in leasing office space to support its operations.

Work Details
The Corporation is seeking approximately 5,000 to 7,000 square feet of usable office space located in Cranston or Warwick, Rhode Island. The office space must include:

1) Six (6) to eight (8) private offices;
2) One (1) large conference room for approximately thirty (30) people with virtual conferencing infrastructure;
3) One (1) small conference room for staff or visitor meetings;
4) A lunch or break room;
5) Infrastructure for high-speed internet and telephone service;
6) Storage space for office supplies;
7) Utility room for copier and technology hardware;
8) Covered on-site parking for at least six (6) to eight (8) vehicles daily, plus additional guest parking; and
9) On-site parking for approximately thirty (30) vehicles for regular monthly board meetings.

Proposals must include a breakdown of rentable and usable space, location details, access and security features, base rent and lease terms, included services and utilities, furnishings options, improvement allowances, a floor plan, availability date, ownership information, signage options, and proposed rent concessions.

Period of Performance
The proposals are due by April 21, 2026. The anticipated selection of proposals will occur in mid-May 2026.

Place of Performance
Cranston or Warwick, Rhode Island.

Bidder Requirements
Proposals must comply with all applicable federal, state, and local laws and regulations including the Americans with Disabilities Act of 1991 (ADA). Any broker representation must be disclosed in the proposal. The Corporation reserves the right to reject any proposals that do not conform to specifications.
