RFP- Development of Parcels 8 and 8a of the I-195 Redevelopment District

Background
The I-195 Redevelopment District Commission is seeking development proposals for Parcels 8 and 8A of the I-195 Redevelopment District in Providence, Rhode Island. Established in 2011, the Commission aims to redevelop land made available due to the relocation of Interstate 195. The parcels are designated for commercial, institutional, and residential development to support workforce development and growth in knowledge-based industries.

The mission is to create a thriving innovation district that attracts investment and fosters economic growth.

Work Details
Proposals must incorporate both Parcels 8 and 8A and can include any combination of uses that align with the Commission's economic development mission. The development should be pedestrian-friendly, mixed-use, and activate the nearby 195 District Park. The site is adjacent to existing developments including a mixed-use project anchored by Trader Joe’s and offers visibility from Interstate 195.

Architectural quality is essential due to its gateway location, with upper stories providing views of Narragansett Bay and downtown Providence.

Period of Performance
The submission deadline for proposals is April 24, 2026. The timeline for selecting a preferred developer is anticipated in summer 2026, followed by negotiations for a letter of intent.

The contract will be performed at Parcels 8 and 8A located in the I-195 Redevelopment District in Providence, Rhode Island.

Bidder Requirements
Proposers must demonstrate relevant experience in urban projects and public-private partnerships. They should include information on team members who are women-owned or minority-owned business enterprises (MBEs/WBEs). A minimum purchase price of $1,000,000 is required for the parcels, with an initial nonrefundable deposit of $100,000 upon expiration of due diligence.
