PUC Consultant For Energy Storage Services and Rates

Background
The Rhode Island Public Utilities Commission (PUC) is seeking proposals from qualified vendors to provide consulting services related to energy storage services and rates.

The goal of this contract is to develop a regulatory framework for tariffs governing electric distribution services and rates for energy storage resources connected to distribution systems. The PUC aims to enhance stakeholder engagement and ensure effective policy considerations are integrated into the tariff development process.

Work Details
The selected consultant will be responsible for:
1. Advising on regulatory and policy considerations related to energy storage;
2. Conducting research pertinent to the development of tariffs;
3. Assisting in stakeholder engagement efforts;
4. Creating documents that support the tariff framework;
5. Providing ancillary policy and regulatory support for related tariffs as necessary.

Period of Performance
The initial contract period will commence approximately in December 2024 and will last for 12 months, with the possibility of renewal for up to two additional 12-month periods based on vendor performance and funding availability.

Place of Performance
The contract work will primarily be performed in Rhode Island, as specified by the Rhode Island Public Utilities Commission.
