Portable Changeable Message Boards

Background
The Rhode Island Turnpike and Bridge Authority (RITBA) is seeking bids from factory authorized dealers to provide two (2) Ver-Mac Portable Changeable Message Boards (PCMS-320).
The goal of this contract is to enhance communication and information dissemination on the roadways managed by RITBA.

Work Details
The contractor will provide two units of Ver-Mac Portable Changeable Message Boards, model PCMS-320.
The specifications include:
- Quantity: 2 Units
- Make: Ver-Mac
- Model: PCMS-320
Options to be included are:
- Tilt and Rotate Kit for Solar Panels
- Hydraulic pump for main mast
- Battery Charger
- Sealed Lead-Acid batteries
- Tongue Wheel Jack
- Digi IX30 Industrial Cellular Modem 4G (No SIM/Data plan required, RITBA will procure its own)
- Axis Communications PTZ CCTV unit with manual winch (no electric), Push-bar instead of winch is acceptable.
- Display specifications: 30 x 48 pixels (4 LEDs per pixel), full-matrix, amber.
- NTCIP-Compliant V-Touch Controller, 7-inch, No Wi-Fi option.
- Standard Warranties.
- Does NOT require Anti-theft battery box.

Period of Performance
The Portable Changeable Message Boards must be delivered within 30 days after the bid is awarded.

Place of Performance
The delivery location for the Portable Changeable Message Boards is 1 East Shore Road, Jamestown, Rhode Island.

Bidder Requirements
Bidders must demonstrate that they can perform a substantial portion of the work using their own workforce. Any bidder that does not maintain a permanent workforce or proposes to perform a disproportionate amount of the work through subcontractors may be considered unqualified.
Additionally, every person or business entity providing goods or services at a cost of $5,000 or more must file an affidavit regarding political campaign contributions with the RI State Board of Elections.
