Design Services for the Construction of Stormwater Management Systems

Background
The University of Rhode Island (URI) is seeking qualified vendors to provide design services for the construction of stormwater management systems in Kingston, Rhode Island. This initiative aims to support upcoming major capital projects across the Kingston Campus while addressing environmental impacts related to stormwater runoff.

The project focuses on aggregating stormwater impacts from various development projects and designing a comprehensive stormwater system to mitigate negative effects on the Kingston Campus and the White Horn Brook watershed. The White Horn Brook has been identified as a degraded waterbody due to increased impervious surfaces and untreated runoff from legacy drainage systems, leading to flooding and reduced water quality.

Work Details
The selected vendor will provide design, permitting, and construction administration services, including:

1. Pre-Schematic Design: Review the University’s Stormwater Master Plan; develop three options for stormwater management systems; evaluate areas for potential expansion or modification of existing systems; and prepare conceptual estimates for construction.

2. Final Design: Conduct a Class 1 Boundary Survey, Utility Survey, Topographical Survey; advance pre-schematic designs to Schematic Design (SD) detail; coordinate with RIDEM and utilities; prepare SD level construction estimates; facilitate value engineering sessions.

3. Design Development: Advance SD plans within budget constraints; finalize landscaping/hardscaping details; complete necessary permitting with RIDEM, RIDOT, State Fire Marshal, and State Building Code Commission.

4. Construction Document Phase: Prepare contract documents and estimates based on RIDOT WAUP and external pricing for specialty items.

5. Contract Administration: Provide bidding support, manage correspondence, conduct site meetings, handle change orders, and certify project completion.

Period of Performance
The initial contract period will begin approximately in October 2024 for two years with an option for a one-year extension based on vendor performance and availability of funds.

The work will be performed at the University of Rhode Island's Kingston Campus in Kingston, Rhode Island.
