Design, Build, Operate and Maintain a New Permanent Water Treatment Facility

Background
The State of Rhode Island is issuing a Request for Proposal (RFP) for the design, construction, operation, and maintenance of a new permanent water treatment facility. This project aims to enhance the state's water treatment capabilities and will be managed by the University of Rhode Island's Office of Capital Projects.

The contract duration is set for 20 years, emphasizing the importance of sustainability and long-term operational efficiency. Only pre-qualified firms from the Statement of Qualifications (SOQ) process are eligible to submit proposals.

Work Details
The selected contractor will be responsible for:
1. Designing a new permanent water treatment facility that meets all regulatory standards and operational requirements.
2. Constructing the facility according to the approved design specifications.
3. Operating the facility efficiently while adhering to environmental regulations and best practices in water treatment.
4. Maintaining the facility over a period of 20 years, ensuring it remains functional and compliant with all applicable laws and standards.

Period of Performance
The initial contract period will commence on approximately September 1, 2025, lasting for two years for the design and construction phases, followed by a maintenance period of 20 years.

Place of Performance
The contract work will take place at the University of Rhode Island, specifically at URI Office of Capital Projects located in Kingston, RI.

Bidder Requirements
Bidders must be pre-qualified firms from the SOQ process. They are required to submit a bid surety bond or certified check as part of their proposal.

Additionally, vendors must comply with insurance requirements including liability coverage, workers' compensation, and professional liability insurance as specified in the solicitation documents.
