Deadline Extended: Business Continuity Plan Development & Logistics Support

Background
The Rhode Island Housing and Mortgage Finance Corporation (RIHousing) is a quasi-public agency established in 1973 to provide financing and resources for housing options in Rhode Island. RIHousing's mission is to ensure that all residents can afford a healthy home that meets their needs. This Request for Proposals (RFP) seeks qualified firms to assist RIHousing in developing, refining, and implementing a comprehensive Business Continuity/Continuity of Operations (COOP) Plan. This plan is crucial for maintaining operations during disruptions.

Work Details
The selected firm will be responsible for the following services:

1. Further develop and update RIHousing’s existing Business Continuity Plan (BCP) and COOP, including:
- Conducting a Business Impact Analysis (BIA).
- Developing recovery strategies and documentation covering all phases of continuity: Readiness and Preparedness, Activation, Operations, Reconstitution.
- Identifying critical functions and recovery priorities.

2. Ensure minimal disruption to essential functions during emergencies by assisting in establishing a continuity facility solution within New England capable of supporting 40-100 workstations with features like internet access, phones, printing, secure access, and parking. The facility must be available 24/7 during emergencies.

3. Train RIHousing staff and conduct periodic drills to validate readiness. This includes initial and annual training sessions, one tabletop exercise, one live exercise, and providing post-exercise after-action reports along with recommendations for plan updates.

Period of Performance
The project is expected to be completed within 24 months from the date of the signed agreement.

Place of Performance
The services will primarily be performed at RIHousing's headquarters located in Downtown Providence, RI, with the continuity facility being based in New England.

Bidder Requirements
Firms responding to this RFP must demonstrate their capacity to perform the scope of work outlined above. They are encouraged to include information on minority or women-owned business status as per Rhode Island law.
