WWTP Influent Pump Improvements

Background
The Porter-Tower Joint Municipal Authority is seeking bids for the construction of the WWTP Influent Pump Improvements project, which aims to enhance the wastewater treatment process. The project is partially funded by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. The goal is to improve operational efficiency and reliability at the wastewater treatment plant located in Porter Township, Schuylkill County, Pennsylvania.

Work Details
The project involves the addition of a new influent wet well Jockey pump with Variable Frequency Drive in the Operations building. Specific tasks include:
- Installation of piping and valves
- Panel modification
- Process instrumentation
- SCADA integration
- Demolition of existing structures and equipment
- Structural work related to mechanical and electrical systems.

The work will be divided into two contracts: Contract No. 01 for General/Process Mechanical and Contract No. 02 for Electrical.

Period of Performance
The contract work is expected to be substantially completed by February 9, 2026, with final payment readiness to be determined as per the agreement terms.

Place of Performance
The work will take place at the Porter-Tower Wastewater Treatment Plant located at 860 W. Grand Ave, Tower City, PA 17980.

Bidder Requirements
Bidders must comply with prevailing wage rates as determined by the Secretary of the Department of Labor and Industry. All steel products used must be made in the United States as per the Steel Products Procurement Act. Bidders are required to meet qualifications outlined in the Instructions to Bidders, including submission of a Bidder Qualification Statement and adherence to non-discrimination policies.
