Description

The Allegheny County Human Resources Department is seeking a SaaS Workforce Management System package. The Workforce Management system must be a commercially available software package requiring minimal modification.
Background
The Allegheny County Human Resources Department is seeking a commercially available SaaS Workforce Management System package to enhance its operational efficiency. The County, located in southwestern Pennsylvania and home to approximately 7,000 employees, aims to streamline workforce management processes across its various departments, which operate quasi-independently. The goal of this contract is to implement a solution that requires minimal modification while ensuring compliance with labor laws and facilitating effective data management.

Work Details
The selected vendor will provide a comprehensive Workforce Management System that includes the following services:

- Hosting and managing backup and disaster recovery processes.
- Installation and configuration tailored to the County's specific needs.
- Seamless integration with existing systems such as JDE and INFOR.
- Thorough testing of the system.
- Professional project management services.
- Business analysis services for requirement documentation.
- User training through workshops and tutorials.
- Ongoing maintenance and technical support post-implementation.

The system must support the import of historical data from NOVAtime, ensure robust role-based permissions, allow offline data entry during network outages, retain four years of active data with three years of archived data, and provide direct read-only database access for reporting purposes. Additionally, it must comply with labor laws by offering automatic policy updates and audit tools.

Period of Performance
The contract period is from March 1, 2026, to March 1, 2031, with two options for one-year renewals.

Bidder Requirements
