Background
The Lehigh Valley Planning Commission (LVPC) of Lehigh County and Northampton County, Pennsylvania, is seeking proposals for a one-time contract to perform professional consulting services for the 23-mile portion of U.S. Route 22 limited access freeway from Interstate 78 (I-78) in Upper Macungie Township to the Pennsylvania/New Jersey border in Easton.

This initiative, known as the 'U.S. Route 22: Mobility, Safety and Congestion Management Plan', aims to address growing traffic demands and improve safety and mobility along this critical transportation corridor, which serves over 100,000 vehicles daily.

Work Details
The scope of work includes conducting a comprehensive study that will:
- Account for current and projected land uses, traffic volumes, and vehicular classifications.
- Consider active and proposed improvements along U.S. Route 22.
- Define scalable breakout projects with independent utility.
- Prioritize projects for planning and programming purposes.
- Improve transportation technologies and reduce hazards, particularly water-related vulnerabilities.
- Enhance emergency services access and reduce congestion.
- Improve air quality and reduce traffic noise while supporting economic vitality.

The study will also involve an alternatives analysis assessing feasibility for pavement and bridge reconstruction, safety improvements, incident management capabilities, alternative fueling infrastructure locations, truck parking management, hazard mitigation strategies, sound mitigation measures, and more. The final deliverable will be presented to the Lehigh Valley Transportation Study for action.

Period of Performance
The contract is anticipated to begin on December 1, 2025, with project completion expected by December 1, 2026. The project must not exceed March 30, 2027.

Place of Performance
The work will be performed along the U.S. Route 22 corridor from Interstate 78 in Upper Macungie Township to the Pennsylvania/New Jersey border in Easton.

Bidder Requirements
Proposers must demonstrate experience in transportation planning efforts involving collaboration with government agencies and community engagement. At least one team member must have prior experience with similar studies. The proposal should include a detailed fee structure not exceeding $800,000.00 for all services rendered. Additionally, a minimum of 20.89% participation from Disadvantaged Business Enterprises (DBE) or Small Business Enterprises (SBE) is required.
