Tree Assessment Services

Background
The Borough of Phoenixville, located in Chester County, Pennsylvania, is seeking proposals for Tree Assessment Services to enhance and maintain its urban forest, which consists of approximately 2,800 regulated trees along streets and in public parks.

The Borough Council aims to manage the urban forest sustainably, ensuring its benefits are preserved for the community. This RFP invites qualified consultants to collaborate with the Department of Public Works to assess existing data and provide recommendations based on arboricultural best practices.

Work Details
The selected Certified Arborist will perform the following tasks:

1. Comprehensive Inventory: Review existing street and public tree inventory and recommend improvements.

2. Assessment and Recommendations: Conduct detailed health assessments of public and street trees, including measurements (diameter at breast height, tree height, canopy coverage), condition evaluations (leaves, branches, trunk integrity), disease recognition, and identification of incompatible vegetation. Provide risk assessment reports with maintenance priorities.

3. Analysis: Summarize findings impacting tree health and generate lists for removals or maintenance based on priority.

Period of Performance
The contract period will commence upon selection and is expected to be completed by June 2, 2026.

Place of Performance
The services will be performed within the Borough of Phoenixville, Pennsylvania.

Bidder Requirements
Bidders must possess a current ISA Certified Arborist Credential; ISA Utility Specialist and Municipal Specialist Credentials are preferred. Compliance with ANSI A300 Tree Management Standards and ANSI Z133 Tree Care Safety Standards is required. Familiarity with Geographic Information Systems (GIS) is preferred.
