Background
The Administrative Office of Pennsylvania Courts (AOPC) is seeking bids from qualified vendors to provide a comprehensive Integrated Case Management System (CMS) to support the administration and management of treatment courts in Pennsylvania. The proposed system shall support the collection, management, and analysis of program data while facilitating communication and coordination among treatment court team members.
The system shall be designed to support current program operations and provide flexibility to accommodate future program expansion and emerging best practices. The new CMS shall have a Go Live date on or before March 31, 2027.
Work Details

The contract will commence upon award with a Go Live date on or before March 31, 2027.

Vendors must comply with all applicable data privacy and confidentiality requirements governing the protection of sensitive participant information. They must also provide proof of insurance including:
- Professional Liability Insurance ($1 million)
- Comprehensive General Liability Insurance ($1 million per person; $3 million per occurrence; $500k property damage)
- Cyber Insurance ($5 million). Vendors must submit their proposed terms during the first round of questions.
