Description

The Contractor shall provide all labor, material and equipment necessary to provide repair/maintenance for trash compaction systems including lift and dumpsters (if applicable) at various PHA Sites.
Background
The Philadelphia Housing Authority (PHA) was established in 1937 and is organized under the laws of the Commonwealth of Pennsylvania to develop, acquire, lease, and operate affordable housing programs for low and moderate-income residents of the City of Philadelphia.

PHA is the fourth largest public housing authority in the United States and is the largest housing agency in Pennsylvania, providing homes to over 29,800 residents under the Public Housing Program and over 45,000 authorized residents through the Housing Choice Voucher Program.

The PHA maintains 65 developments across Philadelphia with over 9,300 units.

Work Details
The Contractor shall provide all labor, material, and equipment necessary for repair and maintenance services for trash compaction systems including lifts and dumpsters at various PHA sites.

The scope includes:
1. Preventative Maintenance (PM) work during normal business hours (8 AM - 5 PM, Monday - Friday), which involves a detailed checklist including disinfecting units, checking control panels, safety switches, electrical connections, compactor components, and more.
2. Non-Emergency Repair Work charged at an hourly rate during normal business hours.
3. Emergency Repair Work to be performed within one hour of request at a premium rate if outside normal hours.
4. Additional services upon request and approval by PHA.
5. Warranty on all materials and installations for one year or per manufacturer’s standard warranty period.

Period of Performance
The contract will commence on a date specified in the final agreement with an initial contract period of two years with options for three additional one-year periods.

Place of Performance
Services will be performed at various properties managed by the Philadelphia Housing Authority throughout Philadelphia.

Bidder Requirements
Proposers must demonstrate:
1. Licensing as necessary to perform required services.
2. At least three years of documented experience in similar services.
3. Sufficient equipment and personnel to perform work.
4. Capability to respond to service calls on a 24/7 basis with a dedicated toll-free number.
