Supportive Housing Subsidy Program for Non-Profit Providers

Background
The Office of Homeless Services (OHS) in Philadelphia is seeking proposals from non-profit organizations to provide supportive housing subsidies. This initiative supports OHS's mission to make homelessness rare, brief, and non-recurring. It aims to increase housing availability by 3,000 units over the next three years. The agency coordinates with public and private partners to address homelessness through various programs including outreach, emergency shelter, long-term housing, and supportive services.

Work Details
The selected non-profit organizations will provide permanent supportive housing subsidies that include rental assistance for individuals and families experiencing or at risk of homelessness. The funding will cover tenant-based, sponsor-based, or project-based rental assistance. Tenants are expected to pay 30% of their income towards rent while the subsidy covers the remaining balance. Supportive services must be sourced from other funding streams and may include case management, housing support, behavioral health support, employment connections, life skills instruction, and legal assistance. The contract also requires compliance with HUD Housing Quality Standards.

Period of Performance
The contract is expected to commence on July 1, 2026, and conclude on June 30, 2027. There is an option for the City to extend the contract for up to four additional one-year terms.

Place of Performance
The services will be performed within the City of Philadelphia.

Bidder Requirements
Bidders must comply with all applicable laws and regulations including local business certifications if applicable. They should demonstrate financial capacity through documentation such as audited financial statements or IRS Form 990 for non-profits. Additionally, bidders must disclose any political contributions as per Chapter 17-1400 of the Philadelphia Code.
