Staff Augmentation for Computer and Information Systems Management Services at Philadelphia International and Northeast Philadelphia Airports

Background
The City of Philadelphia, Department of Aviation is seeking proposals for staffing augmentation in Computer and Information Systems Management (CISM) services at Philadelphia International Airport (PHL) and Northeast Philadelphia Airport (PNE). The goal is to maintain all airport computer systems, hardware, software, networks, etc. The IT department plays a crucial role in delivering technology services across all business units of the airport and requires additional support to ensure consistent, high-quality service delivery 24/7.

Work Details
The services required under this RFP are divided into four main components:
1) Technology Support,
2) Professional Services,
3) Technology Infrastructure,
4) Information Systems.

Applicants may propose for one or more components. The successful applicant will provide staff augmentation to assist with day-to-day operations, preventative maintenance, and technical support for the airport's IT systems. Notably, no computer hardware or installation services will be procured under this contract.

Period of Performance
The anticipated project start date is October 1, 2026. The duration of the contract will align with the needs of the airport's IT department.

Place of Performance
The contract will be performed at Philadelphia International Airport and Northeast Philadelphia Airport.

Bidder Requirements
Applicants must comply with all administrative requirements outlined in the RFP. They are required to submit proposals electronically via eContract Philly and must disclose any campaign contributions as per Chapter 17-1400 of the Philadelphia Code. Additionally, applicants must provide demographic data on their employees if awarded a contract valued at or over $94,000.
