SSHE-82-CWU-0037-B: Nelson Field Rally Statue Foundation & Plaza Project

Background
The Commonwealth University – Bloomsburg Campus of the PA State System of Higher Education is issuing this solicitation for the Nelson Field Rally Statue Foundation & Plaza Project. The project aims to enhance the campus by constructing a plaza and a foundation for a new statue, along with decorative site walls and benches. The goal is to create an inviting space for students and visitors while adhering to the educational mission of the university.

Work Details
The work under this contract includes:

1. Construction of a concrete slab on grade plaza.
2. Installation of a mat slab foundation for a proposed statue.
3. Placement of a new concrete sidewalk plaza as an extension to the existing site sidewalk.
4. Installation of new masonry site walls that will serve as seating and display elements.
5. Related site restoration activities as necessary to complete the project.

Period of Performance
The contract work is scheduled to commence on June 8, 2026, with substantial completion expected by July 17, 2026, and final completion by July 31, 2026.

Place of Performance
The project will be performed at the Commonwealth University – Bloomsburg Campus located at 400 East 2nd Street, Bloomsburg, PA 17815.

Bidder Requirements
Bidders must be registered with PennBid to submit proposals and comply with Pennsylvania's business registration requirements if incorporated outside Pennsylvania. The project is subject to prevailing wage laws, and bidders must provide a Contractor's Qualification Statement (A305) along with their bid. No bid security is required for this solicitation.
