Background
The Commonwealth of Pennsylvania, through the Department of General Services and the Bureau of Procurement, is issuing this Invitation for Bid (IFB) for the procurement of Snowplow Units and Alternate Snowplows that meet the specifications set forth by the Pennsylvania Department of Transportation (PennDOT).

The successful vendor must ensure compatibility with PennDOT's dump trucks by inspecting the plow frame and wing mounting before bidding.
The contract includes installation services as part of the pricing for new equipment.
Bidders must provide pricing on individual models as specified in the Bid Item Sheet, excluding cutting edges and shoes.
The minimum order requirement is one unit.
All units must include standard safety devices, decals, and identification tags.
Manuals for operation, parts, service, body, and sub-frame must be provided upon delivery.

Period of Performance
The initial term of the contract is one year with four one-year renewal options.

Place of Performance
The geographic location for performance is within the Commonwealth of Pennsylvania.

Bidder Requirements
Bidders who are not manufacturers must submit an OEM letter confirming authorization to sell the products in Pennsylvania.
Bidders must comply with specific regulations regarding steel products as outlined in the Steel Products Procurement Act and cannot use materials from countries that discriminate against Pennsylvania-manufactured products.
