SCI Greene Generator Maintenance

Background
The Commonwealth of Pennsylvania, through the Department of Corrections, is issuing this Invitation for Bid (IFB) to procure preventative maintenance and repair services for emergency diesel generators at SCI Greene, a male correctional facility located in Waynesburg, PA. The goal of this contract is to ensure the reliable operation of critical generator systems that support the facility's operations.

Work Details
The contractor will provide Emergency and Scheduled Preventative Maintenance Inspections, Testing, and Repairs for two Caterpillar 5kV Emergency Diesel Generators (Model 3516) with serial numbers 25Z02892 and 25Z02894. Services include:
- Two pre-scheduled inspections per calendar year, with the first inspection occurring within 30 days of contract start.
- Checking and testing fluids and lubricants.
- Testing batteries.
- Replacement of filter elements.
- Inspection of engines, generators, and electrical controls as required.
- Submission of a complete written report after each inspection detailing equipment condition and recommendations for future service. All services must adhere to Caterpillar or accepted industry standards using manufacturer-recommended parts.

Period of Performance
The contract period is from July 1, 2025, to June 30, 2027. There is an option for three one-year renewals.

Place of Performance
The work will be performed at the State Correctional Institution (SCI) Greene located in Waynesburg, PA.

Bidder Requirements
Bidders must be registered vendors on the PA Supplier Portal to submit bids. The contractor must maintain Workmen’s Compensation Insurance sufficient to cover all employees working under the contract and Comprehensive General Liability Insurance with minimum coverage of $500,000 for bodily injury per occurrence and $300,000 for property damage per occurrence. Additionally, the contractor's staff must receive security and PREA (Prison Rape Elimination Act) briefing before entering the facility.
