Description

Background
The Early College Charter School of Philadelphia (ECPHL) is a new educational model aimed at providing public school students with the opportunity to earn their high school diploma along with college credits and career certifications at no cost to families.
The school is set to open in Fall 2026, initially serving grades 6 and 9, and will expand to grades 6-12 in subsequent years.
ECPHL seeks qualified transportation vendors for daily student transportation services between its campus and designated pickup/drop-off locations throughout Philadelphia.

Work Details
The selected vendor will provide daily transportation services for approximately three routes serving pre-selected central pickup/drop-off locations in Philadelphia specifically for sixth-grade students.
The routes include:
1) Northeast Philadelphia Route (Van) covering areas such as Holmesburg, Wissinoming, Torresdale, Frankford, Port Richmond, and North Philadelphia East;
2) North Philadelphia Route (Mini-Bus) covering West Oak Lane, Ogontz, East Germantown, Mt. Airy, and Germantown;
3) West Philadelphia Route (Mini-Bus) covering Lansdowne, Upper Darby, Cobb’s Creek, Haddington, and West Powelton.
Each route is expected to serve approximately 10-20 students.
The vendor must ensure timely morning drop-off by 7:35 AM and afternoon pickup at approximately 3:30 PM Monday through Thursday and 1:00 PM on Fridays.
Transportation services will be provided on all student attendance days according to the School’s academic calendar, totaling around 180 days per year. Optional services may include field trips and after-school activities.

Period of Performance
The anticipated contract term is from July 1, 2026 through June 30, 2027 with the possibility of renewal based on performance and mutual agreement.

Place of Performance
Transportation services will be performed within various neighborhoods across Philadelphia including Northeast Philadelphia, North Philadelphia, and West Philadelphia.

Bidder Requirements
Vendors must be properly licensed to operate in Pennsylvania and meet all federal, state, and local regulations regarding student transportation.
They must provide qualified drivers who have passed background checks and possess valid driver’s licenses.
Vendors are required to maintain insurance coverage appropriate for student transportation services including commercial automobile liability insurance and general liability insurance. Additionally, vendors must not be debarred or suspended from public contracting.
