Background
The Philadelphia Water Department (PWD) is seeking to enhance its leak detection capabilities through a proposal from ASTERRA, a company specializing in satellite-based leak detection technology.
ASTERRA utilizes patented technology for infrastructure condition assessment and leak detection in water and sewage networks. Their proprietary algorithm detects soil moisture from treated water or wastewater leaks using L-band synthetic aperture radar (SAR) mounted on satellites, allowing for simultaneous monitoring of extensive pipe networks.
This initiative aligns with PWD's mission to reduce water loss and improve operational efficiency.

Work Details
ASTERRA will provide the Recover service via the EO Discover platform, which includes:
- Acquisition and analysis of satellite scans to identify potential leak locations based on soil moisture data.
- Provision of GIS data files containing highlighted pipe segments indicating likely leak locations for import into any GIS system.
- Access to EO Discover for real-time monitoring and tracking of service progress, ROI calculations, and impact metrics.
- Initial field deployment involving certified technicians to investigate identified points of interest over a five-day period, estimating 20-30 likely leak locations.
- Optional services include acoustic leak detection for further verification, a MasterPlan Pipe Deficiency Map as an additional service, and integration with ESRI ArcGIS Field Maps.

Period of Performance
The contract will be executed over a one-year period starting from the date of order confirmation, with specific timelines for satellite scan acquisitions and subsequent analysis.

Place of Performance
The services will be performed within the designated Area of Interest (AOI) covering approximately 437 linear miles of mains and service pipes in Philadelphia.

Bidder Requirements
ASTERRA is recognized as the sole source provider for remote-sensing water leak survey services due to its unique patented technology. The proposal indicates that ASTERRA must have order confirmation at least 21 days prior to the first satellite coverage date. The client is responsible for providing accurate GIS data layers of their water systems, including details on pipe materials and dimensions.
