S. Washington Street Water Main Project

Background
The S. Washington Street Water Main Project is being issued by the Muncy Borough Municipal Authority. It aims to replace approximately 911 linear feet of 8" PVC water main along a portion of Shuttle Hill Road and S. Washington Street. The project includes the installation of five water service connection lines and several mainline valves, with the pipe being installed via open cut. This project is partially funded by a grant from the Commonwealth Financing Authority under the LSA Program.

Work Details
The contractor will be responsible for the following tasks:
1. Replacement of approximately 911 linear feet of 8" PVC water main;
2. Installation of five (5) water service connection lines;
3. Installation of several mainline valves;
4. Execution of work via open cut method as specified in the contract documents.

Period of Performance
The contract work is expected to commence upon award and must be substantially completed within a timeframe set forth in the Agreement. A contract award date is anticipated on January 30, 2026.

Place of Performance
The project will take place in Muncy Borough, Lycoming County, Pennsylvania, specifically along Shuttle Hill Road and S. Washington Street.

Bidder Requirements
Bidders must submit a certified check or bid bond amounting to ten percent (10%) of their total bid as a guarantee for contract execution upon award. They are required to comply with state prevailing wage rates for all laborers and mechanics involved in the project. Additionally, bidders must adhere to non-discrimination laws and provide evidence of qualifications such as financial data and previous experience.
