Roadway Weather Information System (RWIS)

Background
The Pennsylvania Department of Transportation (PennDOT) is issuing this Request for Proposals (RFP) for the maintenance and operation of a statewide Roadway Weather Information System (RWIS). The goal of this contract is to provide accurate and consistent data regarding location, surface conditions, and traffic data to assist in material choice and application rate decisions during weather events. This system is crucial for transportation managers and maintenance crews to effectively manage operations before and during adverse weather conditions.

Work Details
The Selected Offeror will be responsible for providing labor, materials, and equipment necessary for component replacement, new installations, maintenance, and operation of the RWIS. The system must deliver reliable data to PennDOT, the Pennsylvania Turnpike Commission (PTC), and the Federal Highway Administration (FHWA) through a web interface managed by the Offeror. Specific tasks include ensuring that RWIS stations provide critical weather information to support decision-making during weather events. Period of Performance
The contract will commence on the Effective Date and will last for 36 months. There is an option to renew for one additional 24-month term under the same terms, with potential rate increases of up to two percent during the renewal term.

Place of Performance
The services will be performed statewide across Pennsylvania as required by the contract.

Bidder Requirements
Offerors must meet Small Diverse Business (SDB) participation goals of 17% and Veteran Business Enterprise (VBE) participation goals of 3%. Proposers must either meet these participation goals or request a Good Faith Efforts waiver. Additionally, Offerors must demonstrate financial capability to assure good faith performance of the contract.
