RFP for Township Solicitor

Background
Worcester Township, located in Montgomery County, Pennsylvania, is governed by a three-member Board of Supervisors and an appointed Township Manager. The Township seeks to engage a professional law firm or individual as the Township Solicitor to provide legal services and advice on various municipal matters. The goal of this contract is to ensure that the Township has access to qualified legal counsel that can assist with its legal affairs and obligations.

Work Details
The selected firm or individual will be responsible for providing legal advice on a variety of matters including but not limited to: municipal law, litigation, land preservation, zoning defense, contracts, administrative law, tort claims laws, and Pennsylvania labor and employment law. Specific tasks include attending public meetings as required, preparing and reviewing ordinances and resolutions, representing the Township in judicial and agency matters, negotiating settlements, and providing written opinions on legal questions as requested by the Board of Supervisors or Township Manager. The contractor must demonstrate extensive experience as a municipal solicitor in Pennsylvania.

Period of Performance
The contract will be at-will and may be terminated at any time for any reason upon a vote of the majority of the Board of Supervisors. The initial proposal submission deadline is February 3rd, 2026.

Place of Performance
Services will be performed primarily within Worcester Township, Montgomery County, Pennsylvania.

Bidder Requirements
Respondents must be licensed to practice law in Pennsylvania and be members of the Bar in good standing. They should demonstrate experience working with Second Class Townships in Pennsylvania and provide evidence of their qualifications including references from municipal clients. The proposal must include a detailed rate schedule for services over three years (2026-2028) and proof of insurance coverage including general liability and professional liability insurance with specified limits.
