Background
The Housing Authority of the County of Chester (HACC), a recipient of federal assistance through the U.S. Department of Housing and Urban Development (HUD), is seeking proposals for professional consulting and advisory services. The goal is to engage an independent contractor for on-call services in the areas of Low-Income Public Housing (LIPH) Asset Repositioning Analysis and Project Based Voucher (PBV) Technical Assistance and Training.
Work Details
The contractor will provide the following services:
1. Project Based Voucher (PBV) Technical Assistance and Training:
- Review PBV policy in the Administrative Plan;
- Review PBV processes, workflows, and forms;
- Report on efficiency improvements, streamlining opportunities, and form updates;
- Review PBV contracts for compliance;
- Update policy, processes, and forms;
- Conduct assessments of the PBV team;
- Landlord recruitment and education;
- Technical assistance with VASH award implementation (8 hours);
- Training staff on changes as needed;
- On-call technical assistance as needed by HACC.
2. Low-Income Public Housing (LIPH) Asset Repositioning Analysis:
- Review and analyze current Physical Needs Assessments (PNAs);
- Review the Pennsylvania Qualified Allocation Plan (QAP);
- Analyze tax credit programs, RAD rents, and other mixed-finance opportunities;
- Conduct due diligence on repositioning initiatives;
- Draft report to be reviewed before finalization;
- Submit final report by November 30, 2026.
Period of Performance
The contract will be for a term of one year with an option to renew for up to five years under mutually agreed terms.
Place of Performance
The services will be performed in Pennsylvania, specifically for the Housing Authority of the County of Chester.
Bidder Requirements
Bidders must have all necessary licenses, permits, qualifications, and approvals required to practice their profession in Pennsylvania. The contractor must provide proof of comprehensive general liability insurance with a minimum coverage of $1,000,000 per occurrence and worker’s compensation insurance as required by law. Additionally, participation from Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Section 3 Businesses is encouraged.
